first thing we need to know is what format is the video/audio clip in?, you can find that out by loading it into

if its already Mpeg2 video and audio (standard CD/DVD format)then you can just so called de-mux the video and audio (split them apart), put the audio through some app to lift the volume then re-mux it back together.
Yamb can de/re-mux several types of file

TSconverter can cut up both mpeg2 and AVC .ts(transport streams, standard saved DVB-T tv files) files plus dvr-ms files if need be.

depending on the original audio format, im not to sure what apps exist for lifting that but have a read of this doom9 link for your options once you know the original clips audio format

im not sure what you mean by this Pia, what banners and were are they on the footage?, in the black bars...
if one of the apps i mention above can cut a section of the file to show these then you could cut a small 2 minute bit out and upload it to your ntl webspace and put a link here to it perhaps.
