I have to set up payg dial-up for my kids and it's been years since I did one so I would appreciate reccomendations from you guys.

Does not need web space or email address's as I can set them up myself.

I use Tiscali for the very rare occasions when I need email on the move.

You could try this one:
http://www.123-reg.co.uk/dialup/

No signup required, pay as you go at local call rates.
