The fact that he had passed over the ball demonstrates that he was first to the ball as enough time passed to be beyond it. His knee was over the ball before McTominays foot had reached it. The Saints player had
stopped moving forward when raising his leg, McTominay was
still moving forward when he raised his.
There doesn't appear too much, if anything, of full-on contact with the Saints players foot. It brushed inside McTominays right leg. It was much more the result of McTominay moving forward and bumping into the relatively static other player.
