They are complimentary products. VOD may not store the obscure angling program on the discovery channel H&L, PVR enables you to catch that.
VOD enables you to not think about recording something, but watch it any time anyway. It is also much better for movie rental as it offers a product that competes with DVD rental (pause, rewind, watch again for 24 hrs).
