A British Couple were denied entry in 2012 (During Obama's Presidency) for tweeting they were looking forward to absolutely destroying America. What they meant was have a good time, U.S did not see it this way and treated them as a terrorist threat with that single tweet.

What's the same is that the US monitors social posts. What's new is the emphasis being on applicants to proactively disclose their social media accounts as appose to the US authorities researching them as they did before.
I suspect it's not Trump-originated legislation, more a reaction to the scale of social media around these days and the costs involved.
