That doesn't always happen depending on the change you still need new kit.

For instance when Freeview HD launched, not all existing Freeview devices were compatible as the HD channels were on DVB-T2:

And Virgin Media swapped out all of their original V+ HD boxes as they couldn't support a new version of MPEG for HD.
