Yes it can, if I understand the blurb correctly.
You aren’t locked into one provider though - it appears the Sky subscription is on a 31 day contract but there’s no indication you need it to access the other apps or services.

Long live Sky the super content aggregator. Streaming (and linear channels of course!) in a living room near you very soon.
