Base on information I has from July 2020 Virgin has still to move over all Local TV Channels that broadcast on Channel 159 to MPEG4 but that look like it been done in the last few months.

It stopped being an issue when all transport streams started to carry MPEG4 streams and that was a long time ago. MPEG2 was used for slates for quite a while as there is no real benefit in switching these to MPEG4. When most of these were moved to TSID 1, they started using MPEG4. Info slates for channel movement and / or closures have recently still used MPEG2 but it isn't really important.
