Oooops, just realised there is similar thread under - Virgin Media TV Service.
Nevertheless, I think my questions are still valid: does this apply to everyone, is it legal.

I think unless you're in a pre-agreed "no price rise" contract which some people claim to get then yes it applies to everyone. You can however ring them up and threaten to leave / request a reduction as they have altered the terms of the contract. I think you have about 30 days to contact them from the time of notification.
