I reckon this is a load of bull, just speculation by the press.

PL have already committed to Ofcom that at least 42 matches must go to secondary broadcasters so this would exclude SKY from bidding on this so called super pack. That would seriously piss SKY off as they currently hold the rights to the near live matches and I imagine, given they dedicated PL channel, that they would like to be able to retain these. The PL do not want to piss SKY off.

IMO the only way the PL could make this work would be to exact 10 live games from the packs (maybe the top picks with 10 different times slots, 4 bank holiday, 6 midweek) and then bundle the remaining 30 with the near live rights and clips package.
