It's observably the case that the cost of broadcasting a liner channel is tiny given how many channels there are in the Virgin EPG, free to air on satellite, etc. many of which broadcast to virtually zero viewers.

While the article is from 2016 - Europe doesn't have over 5000 television channels because it's cost prohibitive to broadcast.
