The drive with the heatsink is probably a PCIe 4.0 (gen4) drive which warrants use of a heat spreader as the data transfer rates these newer drives can sustain causes the controller chip runs a fair bit hotter than the previous generation of drives.

No harm fitting a third-party heatsink to your other drive for peace of mind.
