A bit confusing this. The 169 address is what Windows allocates if you are using DHCP ('automatically allocate an IP address'), but no DHCP server can be found. The 192 address is what is normally allocated by a router. I've never used ICS (Internet Connection Sharing), but maybe that acts as a DHCP server, allocating an address to the 'client' - in this case the laptop. If that is the case, it could just be a question of making sure the Desktop (if that is what has the Internet connection) is powered up and stabilised BEFORE powering up the lap-top.
