I'm not sure it's quite that simple ... there are some pretty tightly-defined hardware specs for Freesat boxes, and the consortium has been working with each manufacturer individually to ensure they are adhered to (which is why Freesat receivers have been relatively slow to market and why some of the obvious consumer brand names are still missing).
