Probably hadn't got an answer back from the 1st time.

Assuming this is all true:-
If it had been a Democratic President,
1) it wouldn't have been leaked or reported.
2) Nobody would've batted an eyelid if it had been reported.

Trying to a disrupt a hurricane by whatever method, probably isn't a good idea as it would likely disrupt other relatively benign and/or beneficial weather systems.
