Concession is a traditional piece of political theatre but has no constitutional meaning. The US constitution terminates a presidency at midday on the 20th of January following an election. Even a winning president must be sworn in again. Trump will certainly be ungracious enough to refuse to concede, but if the numbers are clear, and it is obvious how the State Electors will cast their votes, it’s fair enough to call the winner the president-elect even before that ceremony takes place. That said, the designation itself probably has no legal meaning before the election ceremony, so if any of the news networks wish to be as churlish as soon-to-be-ex-president Trump, that’s their prerogative.
