Whilst the article doesn't mention VM one way or the other, it would be odd for it to not appear on VM as I believe that all BBC channels are classed as PSB 'must carry' on cable.
I doubt it would be in Wales only either as the BBC (when they stopped encrypting all their channels) once said that one of the reasons for doing his is that they see no reason why eg a Scottish person living in London shouldn't be able to listen to content from home.
