That's pretty much the result of the original PSB channels being the legacy analogue channels. Due prominence applies to other PSB channels but on the basis of allocating the best available channel rather than booting an existing occupant off the channel. All channels provided by the BBC and local tv operators are classed as PSB channels. For the commercial operators, only the legacy terrestrial channels have a PSB commitment. The question is, if a PSB channel voluntarily vacates its top five slot and the slot is subsequently reallocated, what happens if the PSB then decides it wants the original slot back? Reallocating 103 to another PSB channel, such as BBC Four, would be interesting.
It's a pity there is no longer a linear BBC Three around to fill the gap.
