I agree maybe the driver in car B needs to wait to join the m-way/bypass until the wan*er in car A doing 70mph in the fog has got a good distance in front, he'll find the accident first and driver in car B will be forewarned by a flurry of brake lights ahead. - Or maybe you don't get fog in that neck of the woods !
