education at an early age is the key to sucess but some parents or governers boards will not allow certain issues to be addressed in classes for the fear of encouraging kids to have safe sex inadvertantly ofcourse

agreed but ignoring safety issues and not addressing them properly in schools is why teenage pregnances are high in the uk
