What's plugged into the cable modem? The Netgear router or the switch? Is the router a proper cable router (not an ADSL router)?.
On the working PC, is your IP address an external address (eg 82.x.x.x) or an internal address (192.168.x.x) - To find out open a command (DOS) prompt and type ipconfig
