Why on earth are they sending an engineer out?
If your happy with 1MB then they should correct the bills to show £17.99 per month and re-credit your account any overpayment!
If they are trying to arrange an engineer to upgrade you to the 4MB service then it sounds like they are trying to get out of re-paying you a lot of money in overpayments!
