Unfortunately if an area hasn't got cable, it is extremely unlikely that new cables will be laid. The costs are too high. Indeed one house can have service, but the neighbour hasn't, they wont run the extra cable if the duct isn't there. The Cable Co's are concentrating on trying to keep their existing networks maintained and "improved".

It's sucks, is probably against the terms of the original frnachise to provide cable, but hey, what can you do when the cable co's have changed hands and effectively gone through bankruptcy.
