i had a similar problem with 10mb and telewest had no idea why. I was told they were transmitting 10mb but I was not getting it
i suggested to them it their moden was not capable receiving this speed so they changed the modem to a motorala SB5101E and now i get 10 mb and more. This was the first time they had encountered this problem and it would now be their policy to replace older modems with this new one-Might be worth a try to mention this in your area
