Glad you understand the intricacies on the upgrade and can make a estimation of how much work is involved and how few Engineers are around now to do it. I take it you think they flick there fingers and all is done.
Do me a favour as you understand the CATV network so well can you let NTL know how to do it at the flick of a finger. That way the 1.7 million customers will be done far quicker.
