Should be fairly simple to sort out, altough I'm not familiar with the Belkin stuff, the principles are generally the same:

Switch off PCs. cable Modem (or STB - Set Top Box)
connect via ethernet router to modem / STB
temporarily connect ethernet between one PC and router (you can go wireless later)
power up modem, let settle, then router, let settle and then wired PC
You should now be able to get internet connection (if using a STB you may have to register therouter using the account information originally sent by ntl: user ID, password etc)
Now you can configure the wireless setup using the admin pages of the router through your wired PC's browser - network name, channel number , SSID, WEP settings etc all as required for secuity.
Check you can go wireless by powering your second PC, or wireless lappy and connecting, using the settings you input above.
If you are OK, and want to be totally wireless, power off the first PC, unplug, power back on and start the wireless as you did above.
