Time for Peercache on NTL

NTL seem to be very interested in keeping down their external network bandwidth - hence the HTTP proxies.

So, why not use Peercache? It's basically a caching system for P2P apps. Everyone gets faster downloads, NTL needs less external bandwidth, everyone is a winner.

And before anyone asks, yes it would be perfectly legal. It's just like the current proxy caches for HTTP - sure, some illegal stuff certainly does get cached but NTL are a network carrier and not responsible for that.
