Just to supply some balance here BT only charge if there are issues due to internal house wiring. BT can't 'fix the signal levels' that's more something done with regards to cable type technology. If the wiring in your house is poor and stuffing noise onto your phone line they will charge for resolving it.
On the other hand they charge for fixing DSL only faults where it's causing slower than expected speeds or instability at certain data rates.
The cable advantage though, on DSL if you're miles from the exchange DSL can be 'precarious' and a bit of a lottery, not BT's fault just the laws of physics
