Don't live in Harold Hill (further up the road than that) but our areas are served by the same ubr at Popular. I don't have 10mb now due to cost cutting, on 2mb and waiting for the 4mb upgrade.

As for the 10mb, if I could afford it again, I would get again in a second. Frankly, it was excellent. Can't talk about peak times as I work diffrent shifts, but at my "peak" times, I got the full 10mb no probs. Sometimes I was at home between 3-6pm and got the full 10mb, but I don't know about the evening peak times though.

If you want 10mb, will use it and can afford it, go for it. You can always change tiers if the speed isn't good enough.
