In my experience using contractors is fine but they need to be properly supervised.

There's no excuse for cabinets to be in the state that you have shown whether they have been messed up by contractors or otherwise.

It's down to ntl - full stop to properly maintain their network.
Belive me the state of the cabinets you see in those pics IS country wide, this IS because of having contractors yes, and also a policy of having zero Quality control concequently this has happened.
