Safecom Wireless Problem

I'm trying to setup a wireless network for a friend at the moment using a Safecom SWBAR-5400 router on an ntl connection.

The wired connection is working fine and as expected, but the wireless connection is giving me problems...

Problem:
- sign in for yahoo/ msn messenger or skype takes and age (>1minute)
- ping times to the router are 19ms+ even with no other traffic on the network

Facts:
Machine connecting wirelessly is a Packard Bell laptop with built in wireless (54mb) and XP pro.
Router is brand new and running upto date firmware

What I have tried:
- PC is spyware/ virus free
- signal strength is 100%
- have tried 8 different channels
- wired connection from the same pc works fine
- i have refreshed tcp/ip and completely removed and replaced the rest of the network stack
- the pc was running windows firewall, but enabling/ disabling this makes no difference. There is no other software firewall installed
- changing the SSID and turning encyption on/ off makes no difference at all
- i have uninstalled and reinstalled the wireless card drivers
- netstat shows no active connections when the pc is idling, suggesting there is nothing dodgy going on
- the router shows no unexpected clients on the dhcp list, and the wireless lappy is the only device connecting at the time.

I think that's about it... now anyone got an idea wtf is going on??! me so confused....
