I also live in Stourbridge and was upgraded to 10Mbps on 20 April 2006 according to a BY e-mail
. The upstream speed is very close to the advertised figure but the downstream performance is pathetic (for a 10Mb service)
. The lowest so far is 3.1Mbps and the highest 4.9Mbps. The checks were made at random intervals over several 24 hour periods. Two messages to BY Support have yet to be answered although I won't hold my breath waiting for their (probably standard) reply. You could argue that 3.1Mbps is a vast improvement over dial-up speeds but I pay for, and expect to get, the service advertised.
