As far as I know all new wiring etc. needs to be done underground. Even when BT wire up new estates they tend to bury the cables instead of putting in new telegraph poles.

Certainly thats the case round here. I don't know if this is due to any sort of government regulations but if it was it wouldn't surprise me in the slightest.
