Most CM's are only limited by DOCSIS ..... I believe the upper limit can be as low as 36M so 10M realy should not be a problem for the modem itself.

In your setup, I'd be looking at the router.

Try turning off your modem, connecting it straight to the PC then powering it back up. When it's 'ready' power up the PC and try running your progs.
