Even if your on 2Mb though, 48Kb/sec is still dire - it should be more like 256Kb/sec thoretical max, in practice with overheads more like 200Kb/sec, so there is still an issue. Have you tried a tracert to news.bbc.co.uk,
www.mirror.ac.uk or other UK site? Post results back here.
