Firstly, your TV supports HDCP. Secondly, HDCP is only enabled for afew HD movies on teleport - it is not required to get a picture.
Im not sure if you are doing this correctly: you have to set the TVdrive to HD / HDMI, then quickly switch your TV over to HDMI and using the remote confirm that you can see the picture - if you dont do this within a certain period of time it will switch back to the SCART output. This is catching alot of people out, try it again doing as I said and if it still doesnt work call telewest as it might be that the HDMI output on the STB is faulty.
