Andrewcrawford, try the speed test on this forum (go to the top of this page, and look for the "Speed Test" link somewhere in the middle.

Although if he's using Internet Explorer to download, it is possible that's wrong. I've had some frankly bizarre speeds quoted to me by the IE download dialog.
