Living in Bristol also I've had it pretty bad for months; they've been refunding my bill in full each month but the problem appears to have been resolved - I've had decent 15-30 pings and full bandwidth availability for the last 3-4 weeks, which hopefully is to last.

The last time they did give me a refund though I spoke to someone fairly senior and he said they would not be able to continue refunding me, and the only choice would be to exit the agreement early (without cost) or pay the full fee. The guy explained that they'd been sending letters to some of their customers hoping to resolve some of the overuse of bandwidth - so maybe it's beginning to work...
