It is up to 10MB and I was paying ÃƒÆ’Ã¢â‚¬Å¡Ãƒâ€šÃ‚Â£37.99 for an NTL 3MB service, which was upgraded to 10MB. I'm not saying you can't complain if you're getting poor service but you have to remember the "upto" in the small print.
