issue is this is the ip of a hop where packetloss starts and is bang on in between ntl and the other isp, the other isp insists everything their end is fine and as I already know ntl have saturated linx ports I suspect them but have no proof this is their ip because its registered to linx. Does anyone know the isp responsible for this ip thanks.

The problem caused is dropping throughput to around 100kbit and there is huge pauses in ssh with the loss. It is now happening on a regular basis.
