The reasons are prolly two-fold - first by allowing him to wear the vest the school are admitting they have a problem, and we can't be having that can we?

Secondly the police are assuming that by wearing the vest, the boy might then be encouraging people to slash him, seeing as he can apparently 'protect' himself with it.
