You might have to resort to re-installing Windows.
Tip:
Copy your Win98SE CD to your HD in a folder named W98SE. Reboot to Command Line only. Navigate in DOS to the new W98SE folder type in 'Setup' and let it reinstall Win98 over your existing. You wont lose any data or settings.
