The room was generally men only  very basic decor with no carpet, where the seasoned beer (no lager please !) drinkers congregated. The term is rarely used nowadays. Another term to describe similar rooms would be the 'tap room'.
How either of these terms came into being I cannot determine. I used to spend most of my formative drinking years in 'vaults', but that was forty years ago !!
