According to some eBay page (I can't find it at the moment, but then finding any help page on eBay tries the patience of a Saint), Feedback should be left at the end of the transaction.

So, by that, a seller should wait until the buyer has received the goods and is happy with them - which generally means waiting for feedback from the buyer.
