The second PC is supposed to get an internal network IP, have you checked that your second PC is set to not use a proxy etc within the Internet Explorer tools, internet options, connections, LAN settings.
Also, can your first PC see the second PC and vice versa? Your laptop should be getting a similar IP to the PC that is not working, the sufboard should be plugged into the LAN port on the router, the router should be showing a certain IP address given to it from the TW/ BY servers and the PCs should be picking up the information/ IP addresses needed to work correctly from the router.
