Think the charge light will always be on if a phone is in the cradle no matter how long it was charged for. It's more of a "look, there is a phone in the cradle" light.
If you are getting no dial tone but the phones are working fine and can communicate with each other then it might be a fault with the cable or the base unit. Only thing I can suggest is unplugging everything and start from scratch again. I take it you registered all the phones with the base unit correctly.
