I recall an announcement a couple of years ago that Highwinds run NTL's Usenet servers. If so then it might be that all NTL does is when it wants a new newsgroup is to ask Highwinds to do it. Is there a good contact email within Highwinds who can add a new newsgroup?
Thanks for any info.

The ntl newsgroup charter says
Quote:
7 - ntl.support.newsgroup-requests newsgroup has been removed. Newsgroup
requests may now be requested by e-mailing newsgroup.requests@ntlworld.com.
When requesting a newsgroup to be added please ensure that it is spelt
correctly.
When we put forward a group for addition we need to check that it exists on
other Usenet news servers. This is usually done via a search on
groups.google.com and by searching the list supplied by Internet Software
Consortium - ftp.isc.org/pub/usenet/CONFIG/ or for uk.* newsgroups
www.usenet.org.uk/checkgroups. Your request may be unsuccessful if you
provide us with the incorrect spelling/case.
The full name of the newsgroup you are requesting must be in the *body* of
your mail and not in the subject line.
We are unable to accept requests for newsgroup hierarchies. Please request
each individual newsgroup within the hierarchy you wish to be added.
We are unable to request newsgroups within the following hierarchies, as
they will automatically be added if carried by our peers: comp, humanities,
misc, news, rec, sci, soc, talk, uk, scot, wales, microsoft, gnu.
