You have changed your position. Originally you stated that "you need permission from the person to record thier voice" (Post 10). Now you say it's the act of publication that forces permission to be sought. You are right in that (although it is telecoms law, not copyright law, that governs this - and you still haven't quoted anything to show otherwise).
