u can stop norton running on startup by goin to start>>run >> type in msconfig and press OK....on the system configuration screen that comes up, click on the Startup tab along the top. and untick any entries relating to norton... might be worthwhile making a note of what you untick.. so you can retick them later. once you apply and ok, you'll be prompted to restart

btw........do you know what model router it is? ie: is it the 576 R5 4.0, R5 3.2 or R5 3.1? there's instal, setup and user guides here http://www.speedtouchdsl.com/support.htm
