tracert....if you open command prompt and enter! tracert
www.bbc.co.uk for example, it will give you all the "hops" you take to connect to the bbc web site. I know it will not give you speed readings as you know them, but it will tell you where, if any, of the UBR's are acting up along the way.
As I said, I know it will not tell you your up/down load speeds, but it gives you a better idea of where the problems are
